Before and after photo of weekend project: I sanded the frame with fine sandpaper to get rid of some of the dark stain, then I used crème wax and buffed. I cleaned the oil painting by using the white part of white bread, wadded it into a ball and used it like an eraser. Voila! The painting is from 1947 and on the back of the frame it says it was given as a gift in 1999. I am sure the muddy antiquing glaze was added then. The difference isn't major--just lighter.
